A Title IX investigation substantiated allegations that a male employee had discussed his romantic feelings for a married female subordinate he supervised. While both parties similarly described the content of their conversation, the report concluded that the respondent's statements could be reasonably interpreted as a proposal to engage in a nonprofessional relationship.
